Billing based on "Number of contacts"

I want to bill my clients by "number of contacts". This value can be found on a local database.

I was wondering which would be the best way to pass the values to Billmanager...
In order to do that I am thinking of adding a new enumeration and update its values on a per customer base, can this be done? Where should I start?
