Ignore charset in html

Hello,
all my pages are displayed in utf-8, despite the declaration in the html file that is to be iso-8859-2. What is the problem and what to do to the character was such as the user typed in the html file?

What's operation system you have? CentOS? Try to remove AddDefaultCharset UTF-8 from /etc/httpd/conf/httpd.conf
