problems with e-mail

hi,

i have problems with e-mail service. i can send messages from new accounts, but i can't receive e-mails.
It is exist some manual/tutorial how install correctly e-mail service in fedora 8 and cooperating with ISP manager?

Also if somebody have skills how to do it, i can spend some $ per this person if solve this problem in short time.
