Default Improvements to the Announcements module
Functionality to be added:
- change the text "The server is undergoing maintenance" into a custom one;
- duplicate the text that as appears on the banner in the ticket submission form, because users cannot see it when creating a ticket from the Dashboard.

When creating an announcement display the end date and time.
