Add IP address to Ipmanager

I have a number of IP address (1024). How can I add them into IPmanager and integrate them into BILLmanager?

You can add IP addresses into Ipmanager using API (you will need to create a request)
When you add them into Ipmanager, mark them "in use"

BILLmanager uses ips from IPmanager when you order something with ip address. Did your client order something?

BILLmanager has to be integrated with IPmanager to use IP-addresses for an orders. When client order something that require an IP-address, BILLmanager will get IP from IPmanager.
Status and owner of that IP will be changed in IPmanager. Owner of IP will be a user of IPmanager that uses in BILLmanager and IPmanager integration.

So, in the IPmanager you won't see which client uses this IP. But in the billing system you may see who uses it.
