Default SMS notifications

BILLmanager allows to send sms notifications, but I don't know where to find answers to the following questions:

1. Where can I change sending priority (if the user has a verified phone number, will he receive email, an sms, or both? )
2. what gateway should I configure?
3. Do you provide pre-defined templates?
