I did not see an option to limit the connection speed

If you use OpenVZ virtualization you need enable this feature.
Add to /usr/local/ispmgr/etc/vdsmgr.conf

Option EnableTS

and restart vdsmgr proccess

killall vdsmgr

and open again in the webbrowser
