magic_quotes_gpc off

In my /etc/php.ini
magic_quotes_gpc = off

But when I see the phpinfo() on a website
magic_quotes_gpc = on
as local and master value

Whats the matter here?
How can I switch magic_quotes off??

Probably php as cgi uses for this domain? Check user's php.ini file
