Temporary address?

Is it possible to have an temporary address to an account, like xxx.xxx.xx.xxx/~account? It would be great to reach the account before the domain works.

I also have the same problem that I'd like to utilize the temporary URL's, I'm using an Ubuntu installation, but I'd like the process instead of the link back to Apache. Does anyone have any solid procedures on how this is accomplished?
