post_max_size and post_max_size do not change on the User level

I log in as root, in PHP settings these variables are activated for users. When I drill down to User panel, but users cannot change values

I select "PHP as an Apache module" or "FPM". With CGI this bug doesn't occur.

What version of the control panel do you use now?
If it's 5.86, we recommend upgrading to the current beta 5.91 or stable 5.90.

Settings on a User level applied for PHP as CGI and PHP as FPM.
