User can not create sites on www domain
 

In ISPmanager I created a domain, which now belongs to root. How can I allow users to create sites on that domain?

You need to add the following option into ISPmanager configuration fil (/usr/local/mgr5/etc/ispmgr.conf)

Option InsecureDomain - owners of the higher level won't be checked for newly created domain names
