own /tmp dir per user
 

is it possible that every user must use his own /tmp dir in his own webspace.

e.g. /var/www/$user/data/tmp

now every user use server /tmp

that would be more secure :)

No, this is not possible, but if you use PHP as Apache module user have ~/mod-tmp for session and php.upload temp directory
