The length of the the encrypted block does not correspond to the key length
 

When I'm trying to create a new database and or access any of the database servers, the control panel shows the banner telling that "An error occurred while working with keys or certificates. The length of the the encrypted block does not correspond to the key length (the data size must be 252 byte)
