Refunds - Payment methods that allow refunds are not found

I have Paypal checkout installed and ticked the box to allow refunds but...

When I try to refund I get 'Payment methods that allow refunds are not found'

Any ideas how to fix please.

Am I to assume Bill manager does not work properly / allow to refund or is just bugged.
