How to delete services with Manual Setup type?

We have a problem that services with manual type could not be deleted or disabled. The status is changing to "In Progress".

We have such error in the log:
Nov 25 00:42:25 [14210:1] processing WARNING Control panel addon is not defined
Nov 25 00:42:25 [14210:1] processing WARNING License server is not defined

Manual setup works through "Tasks". If there are no records, probably the employee is not included in a responsible department
