Default path for sites file are in /var/www and now my /root partition is full and /home is empty
Can i change the path file or Resize partition debian without reinstall ?
Are you speaking about ISPmanager? ISPmanager have option DefaultHomeDir. DefaultHomeDir - the directory where users' directories are kept.
If /home is separate partition, you can copy data from /var/www to /home and then mount that partition as /var/www

yes, i use ISPmanager 5 and I have not seen this option, where I find?

But we don't recommend to modify this option once you start using ISPmanager.

and what do you recommend? partition / root will be full soon
I thing it is better to move data from / partition to /home partition and mount /hame as /var/www
