cpulimit values?

what would be a reasonable value for cpulimit? Suppose I want 100 users with equal shares of cpu power. I don't quite understand how to turn it into "seconds".

This is the time in seconds during which the script (process) may be able in "runing" state. If it overlimit this script will be ends.
